Gentlemen,

I am directed by Colonel Oliver Stanley to enclose a copy of the Hong Kong (Temporary Provisions) Order in Council 1942 and to invite your attention to Clause 2(1) regarding the application of monies belonging to the Hong Kong Government.

2. Since the Order 1s by virtue of Section 6 deemed to have come into operation on the 26th of December, 191, it gives legislative sanction for payments made between that date and the date of the order in pursuance of authority which has been conveyed to you from time to time by the Secretary of State for expenditure of Hong Mong moneya for the purposes specified in Section 2(1). Any such authority will, until further notice, continue in respect both of specific payments not yet made, and of payments of a class. Approval for any form of expenditure not covered by authority already given should be sought before payment is made.

3. It is observed, however, that the current account of the Hong Kong Government was overdrawn to the extent of £25. 99. 5d. as at 31st July 1942 and that the sum of 851,000 had been advanced from the Joint Colonial Fund. It is now therefore necessary to adjust this position by having recourse to the interest received on
